conclusion of a treaty, generally it involves:
(1) Appointment of representative(s), having "full powers", by the parties.
(2) Negotiation of the terms and adoption by the consent of all or 2/3rd parties.
(3) Entry into force as per treaty's provisions (Art. 24, VCLT):
Eg. By signatures of representatives - if treaty is not subject to ratification, else, by Ratification (confirmation of signature) - consent by State to be bound by treaty (Art 2, VCLT).
Or, by Accession - joining a treaty of which the party is not a signatory. Ratification is not required.
(4) Registration with UN Secretary General (and publication) to enable the parties to invoke the treaty before an UN organ (eg ICJ).
Nations that follow dualism (eg India) also need a domestic legislation to give effect to the treaty.
